Сковороди Description Проаналізовано адміністративно-територіальний устрій України. Розглянуто основні праці, що досліджують цю проблематику. Висвітлено основні проблеми функціонування адміністративно-територіального устрою, проаналізовані їхні причини та визначені можливі шляхи подолання. Досліджено процес об’єднання територіальних громад та його місце у формування передумов для подальшої адміністративно-територіальної реформи та децентралізації влади в Україні. Встановлено, що. адміністративно-територіальна реформа є важливою структурною складовою процесу децентралізації влади в Україні. Проанализировано административно-территориальное устройство Украины. Рассмотрено основные труды по изучению указанной проблематики. Освещено основные проблемы функционирования административно-территориального устройства, проанализированы их причины и определены возможные пути их преодоления. Исследовано процесс объединения территориальных громад и его место в формировании предпосылок для дальнейшей административно-территориальной реформы и децентрализации власти в Украине. Установлено, что административно-территориальная реформа является важной структурной составляющей процесса децентрализации власти в Украине. The administrative-territorial structure of Ukraine is analyzed. The basic problems of state administration and local self-governance, which are determined by the characteristics of the administrative-territorial system, are determined. The concepts of the reforming of administrative-territorial structure in Ukraine, which were developed during the period of independence, are studied. The conclusion is made about need for territorial system’ reforming. The essence of reform in accordance with the draft law of Ukraine "On the administrative-territorial structure of Ukraine" (1997), the Concept of the administrative reform (1998), was considered in detail. Proposals on the reform of the territorial system in accordance with the Concept of the administrative-territorial reform (2005) was considered in detail. Based on the analysis, the main problems of administrative-territorial system functioning, their causes are analyzed and possible ways of overcoming are identified. A large number of territorial communities with a small population and lack of material, financial and organizational resources for the independent solution of local affairs is recognized the main problem. The process of association of territorial communities and its place in shaping the prerequisites for further administrative-territorial reform is considered. It is noted that the legal regulation of the administrative-territorial system in modern Ukraine is carried out on the basis of the Soviet legal act of 1981. The author stresses that the new administrative-territorial structure should become the territorial basis for the formation of an effective decentralized system of territorial administration that will ensure sustainable economic growth and increase of social standards of people’s life. The principles of the new territorial arrangement according to the bill of 2018 are analyzed. Installed that. administrative and territorial reform is an important structural component of the process of decentralization of power in Ukraine, and the second stage after the unification of territorial communities should be the reform of the districts. popup.nrat_date 2025-05-12 Close
