Визначено, що фінансова децентралізація є однією з основних умов незалежності та життєздатності місцевої влади. Проте децентралізація процесів прийняття рішень збільшує можливості для місцевих органів влади у розвитку власної території. Вона також сприяє ефективному наданню державних послуг шляхом тісного узгодження видатків місцевих органів влади з пріоритетними потребами. Розглянуто нові виклики фінансової децентралізації місцевих органів влади. Звертається увага на об'єднані територіальні громади як частину бюджетної системи України. Проаналізовано особливості формування бюджету об'єднаних територіальних громад. У статті наголошується на необхідності належного контролю за роботою органів влади на різних рівнях у процесі планування та виконання їх бюджетів, управління та використання фінансових ресурсів в умовах бюджетної децентралізації. The article deals with the peculiarities of implementation of financial decentralization. It has been determined that financial decentralization is one of the fundamental conditions for the independence and viability of local authorities. Yet decentralization of decision – making processes increases the opportunities for local authorities in the development of their own territory. It also promotes effective provision of public services through a close matching of expenditures of local authorities with top priority needs. The new challenges of financial decentralization of local public authorities are considered. Attention is drawn to the amalgamated territorial communities as part of the budget system of Ukraine. The peculiarities of forming budget of the amalgamated territorial communities are analysed. The article emphasizes on the necessity for proper control over the work of the authorities at different levels in the process of planning and execution of their budgets, management and the use of financial resources under the conditions of budget decentralization. popup.nrat_date 2024-04-05 Close
