In the article crisis phenomenon in scientific and educational activity of Ukraine are noticed such as inability to provide its personnel and renewable process of the scientists and inventors generation change due to the lost of financial support; decreasing the licensee, absence of the HEIs on the external markets of the intellectual products, patents and licenses; alienation of the employee property rights for its intellectual product; criminal transfer of technologies from Ukraine in certain branches. Measures of increasing the role of science and education in the development of economy and society and conditions of its realization are outlined. An opportunity to renovate real sector of the economy on the innovative base considered.
