Основна увага, при цьому, приділяється радянській моделі місцевого управління, яка, в період індустріалізації країни, значну увага зосередила на подальшому зміцненні радянського державного апарату, розгортанні так званої «радянської демократії», а також боротьбі із бюрократичними вадами. The article is devoted to the constitutional and legal issues of the organization of local government. The main focus is on the Soviet model of local government, which, during the country's industrialization, focused on further strengthening the Soviet state apparatus, deploying so-called "Soviet democracy", and combating bureaucratic shortcomings.
