Сучасна земельна реформа, яка триває в Україні, визначила важливі зміни існуючих земельних відносин, а для цього слід розробити нові інститути та методики правового забезпечення цих відносин. Large-scale reforms of land relations and their legal support, lead to the conceptual modernization of state functions in the field of land management. At present, the position according to which the state exists for man has become dominant in the administrative and legal regulation of land management.
