Держава повинна приділяти цій сфері достатньо уваги та зобов’язана забезпечити такий рівень пожежної безпеки, щоб будь-яка особа почувала себе безпечно у будь-якому місці. The state must create such conditions and adhere to such a policy as to minimize the negative impact on these values ​​as much as possible. Fire safety is an area that deserves special attention, primarily because it is an important component of national security as a whole.
