Розкрито значимість впровадження стратегічного, середньострокового, програмно-цільового методу, гендерноорієнтованого та партиципативного бюджетного планування. Окреслені важливості співробітництва територіальних громад і секторальної децентралізації. Відображені переваги та можливості, яких набувають органи місцевого самоврядування внаслідок активного використання нових методів планування й управління. The article deals with the issue of innovation of planning methods at the local level as a basis for sustainable development of administrative and territorial units in the process of decentralization of regional development. The author presents the implementation of the strategic, mid-term, program-targeted method, gender-oriented and participatory budget planning, and also highlights the importance of cooperation between territorial communities and sectoral decentralization, while revealing the advantages and opportunities that local governments acquire in the context of their active use. The main practical result of the innovation of management and planning methods at the local level should be improving the quality of management of new forms of territorial units within the administrative-territorial units; providing quality and professional services to the population of the relevant territorial community, taking into account their interests and gender equality; achieving a balanced socioeconomic development of territorial units. The result of the research is the fact that strategic planning, mid-term budget planning, program-targeted method, cooperation of territorial communities, sectoral decentralization, participatory budgeting and its alternative public budget, gender-oriented budgeting are the innovative effective tools that provide balanced development of administrative-territorial units of Ukraine. On the basis of strategic planning, program-targeted method and mid-term budget planning, investment projects developed and submitted by local authorities to the State Fund for Regional Development will correlate with operational step-by-step goals of development strategies of administrative-territorial units. Cooperation between territorial communities, participatory and gender-responsive budgeting, sectoral decentralization are the methods that ensure transparency, accountability and active participation of the society in the efficient use of funds, creation of new quality of infrastructure and quality of community life. popup.nrat_date 2025-07-17 Close
