In the manual the essence and key aspects of the implementation of the competence approach to the formation of oral speech in primary school students in the general secondary education institutions with instruction in the languages of national minorities are characterized. The specifics of didactic-methodical support for the formation of oral speech abilities and skills in students of grades 1-2 have been revealed.
