Досліджено сутність поняття «лідер» відповідно до різних підходів. Розглянуто функції лідерів у сфері публічного адміністрування. На основі аналізу моральних складових як елементу ефективного лідерства у публічному адмініструванні виявлено основні проблемні питання щодо застосування цих складових у процесі прийняття управлінських рішень, а також стосовно їх впливу на колективну діяльність органів публічного адміністрування. В роботі визначено основні переваги від урахування моральної складової в процесах публічного адміністрування. Також виявлено необхідність реалізації управлінських процесів у сфері публічного адміністрування із дотриманням принципів доброчесності, справедливості та врахування суспільних інтересів. Запропоновано заходи щодо вдосконалення морально-етичних стандартів сфери публічного адміністрування. Розроблено практичні рекомендації щодо підвищення ефективності публічного адміністрування з урахуванням моральних складових лідерства. The qualification paper analyzes the role of moral components of leadership in public administration. The essence of the concept of "leader" was studied according to different approaches. The functions of leaders in the field of public administration are considered. Based on the analysis of moral components as an element of effective leadership in public administration, the main problematic issues regarding the application of these components in the process of making managerial decisions, as well as their impact on the collective activity of public administration bodies, were identified. The work identifies the main advantages of taking into account the moral component in the processes of public administration. The need to implement management processes in the field of public administration in compliance with the principles of integrity, justice and consideration of public interests was also revealed. Measures to improve moral and ethical standards in the field of public administration are proposed.
