Зміни відбулися не тільки у державах-членах ЄС, але й реформування зазнала система фінансового регулювання на рівні Союзу. Дослідники відмічають, що необхідність реформування наднаціональних органів нагляду за ринками фінансових послуг у ЄС була обумовлена транскордонний характером надання фінансових послуг у ЄС, порівняно легким доступом на ринок та підвищеним ризиком діяльності таких установ для стабільності європейського фінансового ринку. The global financial crisis caused significant changes in the existing regulatory mechanisms of financial services markets around the world. Changes took place not only in EU member states, but the system of financial regulation at the level of the Union was also reformed.
