The majority of the objective and subjective causes which influence on the forms and methods of the creation of the budget incomes are observed. If one of the prescription of the incomes to provide the expenses the author find out some new forms of the financial relations, the methods to attract the budget incomes but not to cut down the production. The sources and the peculiarities in the budget incomes formation in new market economy are given. From the other side the budget expenses go to finance the spheres which are foreseen by the budget. The directions, forms, methods and features of the formation of budget expenses on the state and local levels. The budget expenses on all levels must be formed jrom the budget incomes, that is the balanced budget must be the main goal of the budget policy. If no, it comes to the budget deficit. В статті розглядаються основні аспекти координації доходів і видатків бюджету. Досліджено більшість об'єктивних і суб'єктивних причин, які впливають на форми і методи формування бюджету. Наведено джерела та особливості у формуванні доходів бюджету в новій ринковій економіці. З іншого боку, бюджетні витрати йдуть на фінансування сфери, які передбачені в бюджеті. Напрями, форми, методи та особливості формування бюджетних видатків на державному та місцевому рівнях. Бюджетні витрати на всіх рівнях повинні бути сформовані з доходів бюджету, тобто збалансований бюджет повинен бути основною метою бюджетної політики.
