Проаналізовано рівень наявного інформаційно-цифрового забезпечення в системі публічного управління та адміністрування України, визначено його переваги та недоліки. Проведена оцінка розвитку електронного урядування та становлення окремих складових елементів електронної демократії в Україні, визначений його стан та перспективи. Проведений аналіз успішного закордонного досвіду, визначена необхідність його адаптації та застосування окремих здобутків в Україні. Обґрунтована доцільність використання технологій аутсорсингу та краудсорсингу в реалізації державних проєктів у сфері цифровізації публічного управління. Проаналізована державна політика у сфері цифровізації освіти, запропонована концептуальна модель цифрової вищої освіти. The main theoretical aspects of the concepts of "information and communication technologies" and "electronic governance" were investigated in the qualification work. The level of available information and digital support in the system of public management and administration of Ukraine is analyzed, its advantages and disadvantages are determined. An assessment of the development of e-governance and the formation of individual constituent elements of e democracy in Ukraine was carried out, and its state and prospects were determined. An analysis of successful foreign experience was carried out, the need for its adaptation and application of certain achievements in Ukraine was determined. Reasonable feasibility of using outsourcing and crowdsourcing technologies in the implementation of state projects in the field of digitization of public administration.
