Об’єктом дослідження є процеси децентралізації влади в Україні. Предметом дослідження є сукупність теоретичних, методичних та практичних положень щодо реалізації концепції децентралізації влади в Україні. Наукова новизна одержаних результатів полягає в комплексній оцінці реалізації концепції децентралізації влади в Україні у мирний та воєнний час, визначенні пріоритетів подальшої реалізації реформи у період післявоєнного відновлення. У кваліфікаційній роботі: У першому розділі розглядаються цілі, напрями та законодавче забезпечення концепції децентралізації влади в Україні, міжнародна підтримка реформи. У другому розділі здійснено оцінку ефективності реформи децентралізації в Україні, її сучасного стану і результатів реформи, ролі реформи децентралізації у спротиві російській агресії. У третьому розділі висвітлено проблемні аспекти реалізації другого етапу реформи децентралізації, пріоритетні сфери місцевих ініціатив на період дії військового стану, а також роль місцевого самоуправління в процесі післявоєнного відновлення. Висновки підсумовують результати дослідження щодо реалізації концепції децентралізації влади в Україні, а також її ролі та перспектив в умовах військового стану та післявоєнного відновлення. The main goal of the qualification work is the systematization of theoretical provisions and the substantiation of practical recommendations regarding the implementation of the concept of decentralization of power in Ukraine in conditions of peace and war. The object of the study is the process of decentralization of power in Ukraine. The subject of the study is a set of theoretical, methodological and practical provisions regarding the implementation of the concept of decentralization of power in Ukraine. The scientific novelty of the obtained results lies in the comprehensive assessment of the implementation of the concept of decentralization of power in Ukraine in peacetime and wartime, the determination of priorities for the further implementation of the reform in the period of post-war recovery. In the qualification work: The first chapter examines the goals, directions and legislative support of the concept of decentralization of power in Ukraine, international support for the reform. The second chapter evaluates the effectiveness of the decentralization reform in Ukraine, its current state and the results of the reform, the role of the decentralization reform in resisting Russian aggression. The third chapter highlights the problematic aspects of the implementation of the second stage of the decentralization reform, the priority areas of local initiatives during the period of martial law, as well as the role of local self-government in the process of post-war reconstruction.
