Елементи наукової новизни та їх практичне значення полягає в теоретико методичному обґрунтуванні аспектів проходження публічної служби. А саме, удосконалено: структуровано проблем публічного управління, що виникли у зв’язку з воєнним станом, та окреслено основні механізми подальшого розвитку публічного з урахуванням фінансового, соціального і ринкового аспектів; У кваліфікаційній роботі: У першому розділі визначено теоретичні аспекти формування та діяльності публічної служби в Україні. У другому розділі проведено аналіз сучасного стану проходження державної служби в Україні. У третьому розділі визначено напрями підвищення ефективності державної служби. Висновки. Повномасштабне воєнне вторгнення 2022 року спричинило значні зміни у структурі державної служби. Задля підвищення загальної ефективності державного управління в Україні було визначено такі стратегічні напрямки: збільшення кадрового ресурсу у військовій сфері, нарощування національного виробництва військової продукції, укладання угод для фінансової підтримки та накопичення гуманітарної допомоги, а також пріоритетність забезпечення військових потреб у період оборонних дій. Крім того, важливим є змінення підходів до соціально-економічного розвитку держави, що відображає реалії сучасного стану країни. Для зміцнення стійкості державних інституцій заплановано завершення розробки стратегічного оборонного бюлетеня та впровадження Концепції забезпечення інституційної стійкості. Особливу увагу приділяється розробці оптимальної моделі територіальної оборони, яка враховуватиме сучасні загрози, а також проведенню міжвідомчих навчань з участю територіальної оборони, резервістів та цивільного населення. Розвиток механізмів залучення громадянського суспільства до забезпечення національної безпеки та створення регіональних центрів безпеки є також важливими складовими у контексті підвищення інституційної стійкості країни. Мотивація державних службовців є важливим аспектом у забезпеченні їх продуктивної діяльності. Розробка багатокомпонентної мотиваційної системи, яка включає стабільність, справедливість, належні умови праці та можливості для кар’єрного розвитку, є необхідною умовою для ефективного функціонування державної служби. The object of research is the process of public service. Elements of scientific novelty and their practical significance are the theoretical and methodological substantiation of aspects of public service. Namely, the following has been improved: the problems of public administration that have arisen in connection with martial law have been structured, and the main mechanisms for further development of public administration have been outlined, taking into account financial, social and market aspects; In the qualification work: The first section defines the theoretical aspects of the formation and operation of the public service in Ukraine. The second section analyzes the current state of civil service in Ukraine. The third section identifies the ways to improve the efficiency of the civil service. Conclusions. The full-scale military invasion of 2022 caused significant changes in the structure of the civil service. In order to improve the overall efficiency of public administration in Ukraine, the following strategic directions have been identified: increasing human resources in the military sphere, increasing national production of military products, concluding agreements for financial support and accumulation of humanitarian aid, and prioritizing military needs during the period of defense. In addition, it is important to change approaches to the socio economic development of the state, reflecting the realities of the current state of the country. To strengthen the resilience of state institutions, it is planned to finalize the development of a strategic defense bulletin and implement the Concept of Institutional Resilience. Particular attention is paid to developing an optimal model of territorial defense that will take into account modern threats, as well as to conducting interagency exercises involving territorial defense, reservists and civilians. The development of mechanisms for engaging civil society in national security and the creation of regional security centers are also important components in the context of increasing the country's institutional resilience. Motivation of civil servants is an important aspect in ensuring their productive work. The development of a multi-component motivational system, including stability, fairness, proper working conditions and career development opportunities, is a prerequisite for the effective functioning of the civil service popup.nrat_date 2025-11-21 Close
