The subject of research - features of the theoretical and methodological foundations of indicators of the state youth policy effectiveness on the example of the European experience. The purpose - to develop indicators of the state youth policy effectiveness in the context of European experience and to prepare recommendations for their further implementation. The tasks that need to be addressed to achieve the goal: - Systematize knowledge of the youth policy implementation on the example of the countries of European Union; - Examine and summarize the experience of European countries on the use of indicators of the state youth policy effectiveness; - Evaluate the effectiveness of the current system of evaluation of youth policy in Ukraine; - Create criteria for evaluating the effectiveness of implementation of the state youth policy, based on analysis of the situation of youth in Ukraine; - Develop indicators of the state youth policy effectiveness in Ukraine; - Develop scientific guidelines for the implementation of indicators of the state youth policy effectiveness in Ukraine. The main results of research. In the research work the knowledge of youth policy on example of the countries of European Union has been systematized, theoretical and methodological analysis of international experience on the use of indicators of the state youth policy effectiveness has been made. For the first time in Ukraine the experience of the European practice of evaluating the effectiveness of youth policy at the national level has been generalized; indicators of the state youth policy effectiveness have been analysed as part of assessment mechanism of European youth policy. In the course of research the original system of indicators of the state youth policy effectiveness in Ukraine has been developed, which has a three-tier structure - general indicator (or Youth Development Index), general contextual indicators and indicators for the main areas of youth policy. In the process of this system developing the structure of general indicator - Youth Development Index - has been improved and it's been proposed to consider it as an organic combination of five groups of indicators: 1) health index; 2) index of education; 3) index of welfare; 4) index of social and legal protection; 5) index of civic and patriotic development. At the same time research proved that each of these groups of indicators should be defined as the ratio of the result of quantitative and qualitative parameters of goals, outcomes and means of implementation of specific areas of youth policy. In particular, systematic exposition of methodological recommendations for the development, implementation and use of indicators for evaluating the effectiveness of the national youth policy have been suggested.
