The purpose of the study is to develop the theoretical and methodological foundations of the formation and implementation of scientific and technical policy, the activation of the processes of development of the innovative economy and investments in the regional system of activity coordinates. According to the results of scientific research, the following will be obtained: methodological foundations and a new scientific approach to the formation of scientific and technical policy, the implementation of new, spatial forms of its organization, revitalization of innovation and investment activity; new conceptual approaches to the study of problems of spatial organization of innovative development of territorial socio-economic systems.
