The purpose of the study is to: 1) to develop a scientific substantiation of the principles and forms of reforming national legislation in the field of intellectual property with a focus on ensuring the human right to life through the prism of its integral components - the right to health and the right to a safe environment in the paradigm of EU and international law, taking into account the challenges of war and the needs of the post-war reconstruction period; 2) study of legal barriers to the exercise of the right to life in times of war and post-war reconstruction in the context of the monopoly of intellectual property on inventions, industrial designs, utility models in the field of healthcare and the restoration of a safe environment in the sense of environmental and man-made safety; 3) solving the scientific task of determining the content of the right to life, the right to health and the right to a safe environment in times of war and taking into account the specifics of the content of such rights in the period of post-war reconstruction in the paradigm of their protection by intellectual property rights mechanisms; 4) development of effective legal instruments in the form of legislative proposals to balance such fundamental human rights as the right to life, the right to health, the right to a safe environment and the right to the results of intellectual activity.
