The perpose of the work is the elaboration of the scientific basis of the creating of the information technology, which will be used in the system projection of the running parts of the rail transport. The method of investigation is the theory of the physical and mathematical modeling, the theory of the multitudes and the mathematical statistic and the theory of the oscillations. The representation theory of the n-elementary mechanic systems principles was formulated and mathematical apparatus for ivestigation e- factory matrix of such system was worked out. All theoretical constructions are dependent to the adia of the optimization mechanics system (type "wheel-rail") state of at the outer fixing parameters. The possibility application of this working out as tool for helding of the experimental investigations on the models of the program packets for foreign and Russian manu factures was considered. The concepts of the application the technology of third-measuring hard-body modeling of the running part of the modern transport means was worked out. The constructive decisions, which are directed on the improvement of the traction properties of the rail running train, were proposed. The directions of project and construct workings out, which are intended for the rising of the using degree of the locomotive's traction possibility, were analyzed. The reciprocal influence of the complexes of the processes, which take place at the running rail transport means, on its traction properties was shown. The theoretical investigation included the studding all factors, which influence on realizing of the traction power, beginning with micro-processings in contact of the wheel with rail (the influence the temperature, pressure, running speed, friction conditions) up to macro- processings at the distinct blocks level and whole locomotive.The region of investigation results using is the scientific and project rail transport organizations.
