The goal of the work - creation and development of analitical methods of solving problems arising in the theory of ODE and PDE, the control theory and the Kinetic theory of multy-particle systems. The methods of the investigation - the moment min-problem, the theory of differential equations, the theory of special functions, symmetrisation of analitic functions. In the frame of the first stage of the project: the problem of stabilizability by feedback control is investigated for evolution systems of partial differential equations: the bimodal distributions for discriotion of the transitional regime between two inhomogenious stationary states of a gas of had spheres is built; the estimates of lower and upper logarithmic densities of the sets where the function of deviation, introduced by V.P.Petrenko, less than Nevanlinna characteristic of meromorphic functions are obtained.
