Object of research are criteria, indexes and scales of their measurement which are used at definition of a condition, dynamics and the forecast of a social situation in the country. The purpose of research is development of the concept of a theoretical substantiation and a scientifically-practical basis for creation of national system of social parameters which will provide conditions for carrying out monitorting evaluation and the analysis of a situation in all regions separately and across Ukraine as a whole. As a result of research the concept of system of national parameters, technologies, criteria, indexes and scales of their measurement which will be used for the analysis of a social situation in the country is developed.
