Since 1990 a complicated and versatile process has been taking place in Ukraine of the revival of local self-government institution and strengthening its legal, organisational and financial function buses. At present the development of local self-government has been recognised one of the most important directions of state policy. The widening of functions and authorities of local self-government bodies that has taken place lately was not accompanied by adequate increase of financial resourse volumes which are at the bodies' disposal. Their own incomes including taxes and duties as well as incomes from local enterprises and organisations remain insufficient. Subsidy dependence of local budgets on the state budget has been constantly increasing. Budget transfert calculation order needs to be improved.
