It is developed the generalized economic-mathematical model of the project of creation typical of some URC and management of the project of creation URC. Regulators of movement URC on the basis of adaptive PID-regulators, elements of an artificial intellect - indistinct and neural network regulators, inverse mathematical and neural network models of object of management are synthesized, analytical dependences for system of automatic control in length of the let out part a cable-cable and are received by a corner of attack of a bearing surface of towed device URC.
