А research object is a process of functioning of sphere of services and its integration into regional industrial systems in shape cluster. A purpose of research is scientific working out of teoretiko-methodological bases of realisation of potential of sphere of services in stimulation of development and increase of competitiveness of regions of Ukraine by formation inter-regional scientifically- educational-industrial cluster with use of mechanisms of the polarised spatial development. The methods of research: system approach; comparative regional analysis; korreljatsionno-regressionnogo and cluster analysis; cartographical.Methodical approaches to research of territorial proportions of social and economic development are specified; typical groups of regions from the point of view of potential of a segment of business services, and also formation prospects of "basic poles of growth" as bases for use of a principle of the polarised spatial development are allocated.
