The Practice of the shaping separate element territorial managerial system on the base modern computer and telecommunication technology comes across on greater obstacles, which are bound both with the general theoretical difficulty of the solved problems, and with insufficient knowledges of the structures, section, the forms, mechanism of management on places. Thereby, urgency of the questions of the improvement of the dataware of territorial management, as well as insufficient their knowledges both in theoretical, and in methodical aspect, particularly in condition of increasing to informatizations society, have defined the purpose, problems and contents of the scientific work. In given work is continued studies in the field of methodologies of the designing and development of the information systems of the ensuring the document processing in organ of state management. For base is accepted traditional three steps approach: conceptual, logical and physical designing. The Got results are directed on systematization, formalization and algorithmization sequences of the procedures, used in process of the designing relational database document processing for subdivisions MCD Ukraines. In spite of big amount of the work in considered area, row important section to this sequences have not got sufficient made - under their execution happens to to rely upon good sense and intuition, or on complex formal procedures of the type of the inference. The Designed methods and algorithms, as well as realizing their program, form the explicated methodology of the designing relational database as information model of the application domain suitable to use both professionals developer and amateur. The Got results form the reliable central to development efficient CASE - a facility at presence corresponding to material and organizing conditions. The Foregoing positions allow to draw a conclusion that development and studies of the scientific methods to formalizations of the complex process of the designing the information models of the document processing in organization of state control, adduction them before algorithm and program level for the reason creation computer technologies is an actual scientific task and has big practical importance. The Relationship of the work with scientific program, plan, subjects. In this functioning are presented results, got author when performing the program of the research functioning in University of civil defense of the Ukraine, as well as on confirmed program of the performing the research functioning "Development of the computer system of the electronic document processing (EDP) for subdivisions MCD Ukraines", state registration number 0105U004528 from 1.07.05 Purpose and tasks of the study. The Purpose of the study is concluded in development of the row of the methods, algorithm and programs, which form logically bound technological sequence, which covers the most most important stages of the process of information modeling of the application domain - a documentprocessing in subsection MCD Ukraines, from analysis of the information necessities to organizations to building of the preliminary relations with the following adduction database to normal form Boysa - Kodda or to the third normal form. For achievement delivered purposes in functioning it is necessary to solve such tasks: Formalize the building to conceptual model of the application domain in the manner of diagrams " essence-relationship" ( Er-Diagrams), which rests in association of the presentations of the users. Develop the methodology of the building to conceptual model of the document processing in subdivisions MCD Ukraines. Develop the algorithm of the transition from conceptual model in the manner of diagrams " essence-relationship" to relational model data. Value efficiency of the designed methodses and algorithm by decisions of the row of the practical tasks in order of the introduction result. The Object of the study. Scientific and methdological bases of the building of the information models ofthe application domains. The Subject of the study. The Formalized methods of the building relation database as one of the base of the building of the information models of the application domains. Exploratory acceptance. At decision of the tasks were used methods to theories of modeling, theories relational database, technology of the programming. New Scientific got result. There were got such new scientific results: is designed method of the revealing the information necessities for subdivisions MCD Ukraines, which differs that that on base of the system approach allows to reach greater systematical and methodical wholeness and renders the assistance greater degree to adequacy to information model, which is; the designed methodology of the building to conceptual model to activity of the subdivisions MCD Ukraines at a rate of descriptions of technologies of the processes of the processing document with use DFD-Digram in notations Geyna-Sarsona; the formalized procedure of the association of the presentations of the users in diagram "essence-relationship". Is it Hereunder canonized problem, which until is subjected to the algoritmic, transition from description of the application domain by naturel language to diagram "essence-relationship", conversion which in scheme database is realized on designed in functioning by algorithm; the got results are a further development to theories of the designing database. Practical importance got result. In functioning is offered and motivated formalized technology of the building to information model to organizations in the manner of relational database. Technology can be used and is already used in two directions. First, as instrument of the manual literate designing database for subdivisions MCD Ukraines. Secondly, as scientific central to making the automatic system of the designing database greater state institutions. The Designed methods were practised on example of the different application domains, including at building of the system of the electronic document processing for MG MCD Ukraines in Kiev area. The Results of the functioning have demonstrated their own positive sides in scholastic process when undertaking laboratory and practical occupation on course "Computer information technologies" and "Computer information technology and programming" for master of governing the profession 8.092801. - "Fireman safety" in University of civil defence of the Ukraine.
