The purpose of research work is generalization of theoretical-methodical and applied principles of estimation of social capital, features of forming of social capital with participation of public organs of power. A research object comes forward process of forming of social capital, which arises up as a result of public relations and as a result of activity of organs of state administration, local self-government, co-operation of citizens. The article of research are theoretical and practical aspects of process of forming of social capital that participating of the state in this process which is the important condition of realization of effective activity of public organs of power. In theory grounded possibility of creation of state mechanism of forming of social capital and certainly principles of his forming in particular: to purposefulness, continuity and reliability, to uncontradiction to the laws of management, integrity, autonomousness, efficiency of management, design, dynamism.
