It is established , that the majority of refrigerators is constructed under projects UkrSPSRIA, UkrSIProjCom (Kiev, Ukraine), SIProjMeat-DairyInd, SIProjSRIAInd, SIProjCom (Moscow, Orel, Krasnodar, RF), UzSIProjCom, UzMKProject , SIProjCom ( (Tashkent, Uzbekistan), KazSIProjCom (Alma-Ata, Kazakchstan). The analysis of a refrigerating facilities of the meat-and-milk industry has shown , that now in working order there are industrial refrigerators (60-65% of the common spaciousness of branch) which most part is constructed on individual to projects and has capacity of 1000-5000 tons. In a fishing industry during 1990-2007 years the cargo revolution has decreased in 7 times and refrigerators have practically ceased to be used to destination. Capacity of these refregerators in most cases exceeds 2000 tons, and they are executed under individual projects. Analysis a refrigerating facilities of a raw zone of agrarian sector has shown , that the majority of refrigerators is in a condition of limiting deterioration and is used as not cooled warehouses. It is established , that refrigerator transportations basically are applied to import and transit of foreign production with application of refrigerator transport of firms of importers. The structure of domestic refrigerating mechanical engineering ["Refma" (Melitopol), Korosten's, Uman's etc. factories] and branches of foreign firms which deliver, by installation and service of a refrigerating mashinary [firm"Ostrov" (RF), Friga Bohn (France) and etc.] is considered. Bases of information bank of manufactures and suppliers of a refrigerating mashinary , and users of an artificial cold are created. The analysis of the normative documentation has shown, that size of the common capacity of system of the storage , referred to common quantity the population of Ukraine, is not considered in normative documents and makes 0,10-0,18 m3 instead of necessary 0,25-0,35 m3. The existing structure of refrigerators consists of objects with term exploitation from 40 to 80 years, from wich in working order is (40-45)% of objects of this structure that confirms necessity of sertification of moral and physical deterioration of refrigerators with the purpose of maintenance of parameters of system in a normative range. Scientific publications about problems of development of a refrigerating facilities (I.G. TChumak, M.V. Lysenko (Ukraine), C. Leblond (France), D.M. Rutherford (USA), D.S. Clark (Canada) are considered, and also 114 domestic normative documents and documents ASHRAE and IIR. which regulate a condition of a refrigerating facilities of the countries of EES [standarts Building Codes, Cleanrooms etc.]. The interralation between expenditure of energy, losses of production and character of the common structure of refrigerators which confirms an opportunity of a choice of optimum development of system of storage of food stocks is established. The concept of development and methodology of the control of a refrigerating facilities of Ukraine, directed on maintenance of national safety is developed. Recommendations for realization of the concept of development of a refrigerating facilities are offered. Works is executed in full according to the plan.
