The aim of this research is study, analysis, forecast of consumers' debt of for the consumed electrical energy and determination of direction to reduce it. Methods of this research are statistical, economic-mathematical and sociological analysis. Data were accumulated and debt of field of industry for the consumed energy was analyzed. The condition of periodicity of the payments by industry, municipal and agricultural organizations and other payers for the consumed electricity was studied and evaluated. The parameters that reflect the periodicity of payment for the consumed electricity were summarized. Graphical dependence in terms of money was designed for each group of payers. These parameters gave a possibility to determine patterns of emergence of debt, taking into account characteristics of groups of payers. Motivation of debt of the population was defined on the basis of sociological and factor analysis. Processing of primary research data made it possible to determine the analytic patterns of this process. Forecasting assumptions for the development of this research direction are determination of basic direction to reduce the debt of industrial enterprises and population for the consumed electrical energy on the basis of computer modeling.
