A research object is domestic and foreign methodical materials as evaluated by economic and social efficiency of the having a special purpose programs. A purpose of work is a scientific ground of methodical principles of estimation of economic and social efficiency of the government having a special purpose programs and development of the proper method. Research methods - analysis of the systems, formal logic, comparative analysis and generalizations. As a result of the conducted researches generalized domestic and foreign experience in relation to methodology and methods of determination of economic and social efficiency of the having a special purpose programs of national and regional value. Scientifically grounded system of quantitative and high-quality indexes (indicators) and basic methodical approaches of determination of efficiency of the government having a special purpose programs of Ukraine and the project of Method of estimation of economic and social efficiency of realization of the government having a special purpose programs, which can serve role base at development of methods for the concrete programs, is developed. Can be drawn on the results of the conducted research Ministry of economy of Ukraine and state customers of the government having a special purpose programs at development of the proper methodical documents.
