The purpose of research is development of scientific recommendations concerning system of monitoring of an estimation of qualitative and quantitative changes of a manpower. A method of research - the analytical, logically-information, comparative, statistical analysis, generalization. Results of NDR: scientifically-analytical materials of the analysis of a condition and tendencies of formation of a manpower by kinds of economic activities and in a regional cut; scientific recommendations concerning estimation of factors and economic parameters which define formation, development and use of labor potential; scientific recommendations concerning system of monitoring and an estimation of qualitative and quantitative changes of a manpower; the estimation of prospects of qualitative and quantitative changes of a manpower on the basis of the demographic forecast of number and age structure of the population is executed. By results of research are directed on use at a level of management by macroeconomic. On the basis of scientific development it is established, that essential qualitative changes are necessary for effective maintenance of innovative development of economy in a manpower by escalating professionally qualified potential of these resources according to needs of economy by kinds of economic activities and in a regional cut. For this purpose in research it is developed and the system of monitoring which will allow to carry out search of system of an estimation of formation, developments and efficiency of use of labor potential of Ukraine is offered.
