Development of scientific base and practical recommendations concerning formation and functioning of system of mechanisms of maintenance of anti-recessionary administrative decisions in sea resource using in conditions of an aggravation of an economic competition and deterioration of an economic - ecological situation in pool of the Black and Azov seas is carried out. Scientific bases of maintenance of administrative decisions in disputed wildlife management are developed. The system of mechanisms of maintenance of administrative anti-recessionary decisions in sea wildlife management is generated. It is developed recommendations and a package of organizational - methodical positions concerning maintenance of anti-recessionary managements of decisions in sphere of use of natural resources of the Black Sea shelf and seaside territories.
