Reformation of the educational and scientific systems in Ukraine requires the adequate changes of internal management of agrarian higher educational establishments, passing to principles of the strategic planning, marketing of market of educational and scientific services, management personnel. In addition, new progress of agrarian universities trends require activation of participation of society in forming of educational and scientific policy of universities, redistributions of plenary powers between the subjects of the educational system with an orientation on market factors in development of higher professional education. Today one of main strategic tasks of the state is providing of modern quality of education on the base of maintenances of its solidity and accordance to the needs of personality, society and state. Thus, the system of education must be the sphere of permanent co-operation of the interested parties - state, society and citizens, and subjects of educational policy must be in a position to influence on activity and development of the system of education. Conception is with analytical and directly strategic parts. Principal reasons and factors influence of which defined problems and modern state of agrarian education and university science are formulated in the first part. The marked problems are projected on the existent results of functioning of agrarian education and university science, separate cause-effect connections are set and comparative description is carried out with basic achievements of innovative development of world and European education and science, and also agrarian education and science of separate countries. Description of the forecast calls and threats, which stand before agrarian education, science and agricultural sector of economy of Ukraine, is given, to level which possibly on condition of strengthening of innovative development of the educational and scientific systems on the whole and agrarian education and education, in particular. Strategic part determines directions, possible ways and principles of decision of problems in agrarian education and university science, outlines key strategic aims, basic strategic tasks, contains description of features of practical introduction of strategy. The increase of their quality and effectiveness, growth of efficiency of the use of skilled potential of country, providing of competitiveness of agricultural sector of economy of the state, increase of welfare of his citizens, which is based on their knowledge, desire and ability to be engaged in a self-education, must become the result of realization of strategy of innovative development of agrarian education and university science.
