The purpose of the research is to identify effective functioning of the employment's motivation and to develop areas of improvement in market conditions management. The methods of the research are statistics and economic analysis, questionnaire method. Large scale research on various areas of labor and cash incentives for civil servants working at the Department of Labor and Social Welfare was performed for the first time in the Dnipropetrovs'k region. Recommendations for improving the intangible motivations to work were developed. An experience was generalized and scientific grounds in improving of motivation work were developed. An improved system of labor motivation is introduced in management (state administration), at enterprises and organizations of different ownership forms as well.
