The purpose of work consists in development of theoretical and scientific-methodical principles of atmospheric's quality air management at intergovernmental level, national priorities of development of thermal energy of Ukraine and terms of European Convention directed on a concordance on the transfrontal transfer of contaminents. The article of research is economic relations arising up between the countries-participants of LRTAP in connection with the necessity of stage-by-stage achievement of normative level of of atmospheric's quality air. Research methods: theoretical basis of research were fundamental positions and principles of modern theory of marginal utility, balanced ecological and economical development, theory of economic evaluation of natural resources, general theory of economic harm, rational nature management and guard of environment, principles of economical and mathematical design and prognostication. During the leadthrough of dissertation research were used: are methods of system-structural and comparative analyses; methods of formal-logical analysis; ekonomiko-statistical methods; methods of design and prognostication. The main idea of project consists in possibility and necessity of improvement of mechanism of quality of atmospheric air management at intergovernmental level.
