The investigation was hold on the basis of the Ltd. "PRYGMA-PRESS". The aims of the paper are the following: the explanation of the theoretical statements, determination of the methodological approaches and elaboration of the applied recommendations for the management of the personnel's development with the purpose of increasing the effectiveness of innovative work of the machine building enterprise. The methods of investigation which were used are the following: the sociological methods, statistical analysis and an open interview method. The data processing was fulfilled with the help of computer technologies. The theoretical results are the following: we have formed the theoretical bases of the control over the personnel's development of the enterprise with the purpose of increasing the effectiveness of its innovative work; we have substantiated the necessity of using the competence approach to the forming of the strategic aims in the sphere of the personnel development. The practical results of our paper are the following: we have elaborated the recommendations for the implementation the program of the professional development of the managers with the purpose of acquiring the competence in the context of the innovative aims of the enterprise. The scientific novelty consists in the improving the methodological approach to the control over the personnel's development, which connects the forming of the programs for raising the key competence of the managers of the machine building enterprise and creation the motivational bases for increasing the effectiveness of the innovative work as a system of internal entrepreneurship.
