The object of research: fundamental research and applied research on encyclopaedic. Objective: training principles and methods for making fundamental universal encyclopaedia, will enable Ukrainian readers and modern world history of human civilization, would give the Ukrainian language and Ukrainian scientists in the interpretation of meaningful picture of the world based on comprehensive and objective information. Method of study: descriptive. Results: trained scientific and practical principles of a universal type of encyclopaedic publications and guidelines on developing conceptual foundations and filling of Ukrainian Universal Encyclopaedia, the foundation and conceptual basis of the establishment of the Encyclopaedia, a draft of the scientific concept of a State and national-cultural program "Ukrainian Universal Encyclopaedia "10 years and a draft of the program.
