Research goal: to develop the conception, model of organization and methodic instrument of monitoring the dynamics of social situation of individual and social development. To perform the monitoring of public opinion on the problems of society transformation and modernization of education. The conception of complex integrative analysis of social situations of individual and social development during the period of democratic changes and realization of innovative transformations in education is developed. The main conceptual components are determined: the situation scale (global macro and micro scale) and its dimensions (objective dimension of space and time appearance of the situation and change-dynamic dimension of its subjective potential). Proposed the typology of organization of monitoring research by a space-social parameter, discoursive approach to studying the subjective (sense and resource) components of the situation. The monitoring of public opinion on the subject of reformation of society and education is made. The main factors that influence the process of formation and appearance of individual's subjective potential in Ukraine are considered: all-admitted national values that consolidate the nation and act as a sample model for citizens and cause the feeling of national pride; changes in the material situation in families; the absolute and relative citizen evaluations of the overall life situation as well as its separate elements, the belief that one can influence the situation, hopes for better changes, the phenomenon of trust. It is proved that the defining factor of the developing quality of the situation is the correspondence of subjective potential of society and individual to the existing challenges of the environment.
