The role of pension system as making social policy and national economic system is proved. The factors causing necessity of reforming of pension system are defined, the general principles of planning of actions of pension reform are formulated. Possible negative consequences of pension reform are defined, a number of the measures directed on the prevention or softening of these consequences is offered. The risks connected with introduction of obligatory memory state pension insurance and a way of their minimization are defined.
