Object of research: the mechanism of the financial support of ecological activity at the level of territory. The purpose of work is an analysis of role of local budgets during realization of ecological activity financing at the level of territory in the conditions of sustainable development. Methods of research are dialectic, the cause-effect relationship, abstract - logic methods, system approach. Result of research is the systematization of sources of financial support of ecological activity at the regional level; the main payers of taxes for contamination of natural environment are defined; composition, structure and order of realization of purpose-oriented charges with nature protection value from the local budgets are investigated; ecological services which are given due to the money of FONPS are analyzed in number and quality; the comparative analysis of the planned results from introduction of the ecological programs with actually got is carried out.
