Legislative provisions for activities of the network of public cultural institutions according to the Law of Ukraine “On Culture” was analyzed. The main principles of the development of the basic network of public cultural institutions on the national and regional levels are proposed. Main approaches to evaluation of the provision of services cultural institution were studied. A set of principles of evaluation of basic network of public cultural institutions development was proposed. Information of the performance state and communal cultural institutions in Ukraine was analysed. The draft “Regulations for development of basic network of public cultural institutions” and “regulation for evaluation of the development and quality of services of the network of public cultural organozatoins”.
