Sukhomlynsky State Scientific and Pedagogical Library of Ukraine and network of educational libraries of the Ministry of Education and Science and the National Academy of Pedagogical Science of Ukraine. The aim of the research is the working out of theoretical and methodological, organizational and technological basis for the creating of all-Ukrainian branch informational resource (ABIR) on psychology, pedagogy and education according to the changing information needs of the society. The research methods were based on the fundamental principles of historical science - historicity, comprehensiveness, objectiveness. In the basic stage of the study general scientific methods were used, including detection, investigation, explanation, analysis and synthesis, the comparative and modeling methods. The complex nature of the research required the use of terminology, statistical and sociological methods, the principles of system approach, according to which the resource was seen as a complex system, and modeling method. The methodological base of this research was comprehensive approach to study of the history of formation and development of library collections in Ukraine and abroad, including special libraries, based on the theory of library collections, which began its formation in XVIII-XIX centuries and most actively developed during the XXth century. During the preparatory period the source base on the general questions of library collections was analyzed, partially the terminology system of the research was generalized, directions and methods of all-Ukrainian branch informational resource formation in traditional and electronic formats were determined. Standard and instructional base for providing the libraries’ activities and technological processes of all-Ukrainian branch informational resource formation was formed. The study of information needs of users in information resource was carried out, which defined the well-founded scientific approaches, directions and methods of productive forming of all-Ukrainian branch informational resource. Processes of collecting the library were improved. In order to develop the model of all-Ukrainian branch informational resource the monitoring of the acquisition sources was started. The access to the world full-text and abstract databases on the current pedagogical and psychological issues was experimentally studied and set in operation, according to the cooperation program with the British Council in Ukraine. Virtual bibliographic inquiry service was started. Scientific, methodical and organizational principles for the transformation of the library website into the web portal were developed. Theoretical approaches to development of various kinds of databases, electronic catalog were developed. In order to reform the field of library activities, the work of educational libraries was scientifically and methodologically supported. The above mentioned innovative methods were made public and actively implemented in practice of the libraries of educational sector, which in turn improved the quality of scientific information to ensure the development of pedagogical science, education and practice. The economic value of the research is determined by the appropriate level of meeting the information society demand for full branch information resource on psychology, pedagogy and education in traditional and electronic forms; by the development of scientific, methodological, methodical, organizational and technological principles for formation and development of IR; by creating the system of electronic branch information resource to ensure accessibility of information on psychology, pedagogy and education.
