Sukhomlynsky State Scientific and Pedagogical Library of Ukraine and network of educational libraries of the Ministry of Education and Science and the National Academy of Pedagogical Science of Ukraine. The aim of the research is the working out of theoretical and methodological, organizational and technological basis for the creating of all-Ukrainian branch informational resource (ABIR) on psychology, pedagogy and education according to the changing information needs of the society. The research methods were based on the fundamental principles of historical science - historicity, comprehensiveness, objectiveness. In the basic stage of the study general scientific methods were used, including detection, investigation, explanation, analysis and synthesis, the comparative and modeling methods. The complex nature of the research required the use of terminology, statistical and sociological methods, the principles of system approach, according to which the resource was seen as a complex system, and modeling method. The methodological base of this research was comprehensive approach to study of the history of formation and development of library collections in Ukraine and abroad, including special libraries, based on the theory of library collections, which began its formation in XVIII-XIX centuries and most actively developed during the XXth century. The source base on the general questions of library collections was analyzed, which led to the determination that the library collections in the Soviet and home library science had not undergone any complex study. For the first time the creating of educational libraries resources in Ukraine became an object of regard for investigators. New concepts on library collections study were given reasons. As a result of this fundamental study, theoretical and methodological, scientific and methodic, technological and organizational principles of ABIR formation on the basis of V. Sukhomlynsky State Scientific and Pedagogical Library of Ukraine in both traditional and electronic formats were developed. Іnformation needs in all-Ukrainian branch informational resource were studied, which defined the scientifically well-founded approaches, directions and methods of productive forming of the above-mentioned resource on the base of V. Sukhomlynsky State Scientific and Pedagogical Library of Ukraine as all- Ukrainian branch information center on pedagogy, psychology and education, the focal point of educational library network. Monograph, regulatory guidance documents, methodological and practical guides, secondary documents, and more made a great contribution to the development.of library collections. Implementation of this research influenced the condition and quality of formation of all-Ukrainian branch informational resource on the base of the Library in traditional and electronic form, its preservation and use. Scientifically well-founded forms and methods of formation, use and access to the informational resource, including those for remote users, were introduced in the practice of V. Sukhomlynsky State Scientific and Pedagogical Library of Ukraine and libraries of educational network: a web portal of the library was created, electronic catalog are being actively formed, the creation of full-text documents, databases was started, the access to network resources was organized, traditional types of library activities to discover the IP were modernized, secondary products were prepared with the presentation of them in full-text form on the web portal of the library and distributed to library network. The above mentioned innovative methods were made public and actively implemented in practice of the libraries of educational sector, which in turn improved the quality of scientific information to ensure the development of pedagogical science, education and practice. The economic value of the research is determined by the appropriate level of meeting the information society demand for full branch information resource on psychology, pedagogy and education in traditional and electronic forms; by the development of scientific, methodological, methodical, organizational and technological principles for formation and development of IR; by creating the system of electronic branch information resource to ensure accessibility of information on psychology, pedagogy and education. The scope of the use of the scientific results is the humanities and social sciences, the activities of educational libraries.
