The purpose of the research is the working out of theoretical and methodological, organizational and technological basis for the creating of all-Ukrainian branch informational resource (ABIR) on psychology, pedagogy and education according to the changing information needs of the society. The research methods were based on the fundamental principles of historical science - historicity, comprehensiveness, objectiveness. General scientific methods, including detection, investigation, explanation, analysis and synthesis, the comparative and modeling methods were used in the study. The complex nature of the research required the use of terminology, statistical and sociological methods, the principles of system approach, according to which the resource was seen as a complex system. The methodological base of this research was comprehensive approach to study of the history of formation and development of library collections in Ukraine and abroad, including special libraries, based on the theory of library collections, which began its formation in XVIII-XIX centuries and most actively developed during the XXth century. The source base on the general questions of library collections was analyzed, which led to the determination that the library collections in the Soviet and home library science had not undergone any complex study. For the first time the creating of educational libraries resources in Ukraine became an object of regard for investigators. The terminology system of the research was analyzed. New concepts on library collections study were given reasons. As a result of this fundamental study, theoretical and methodological, scientific and methodic, technological and organizational principles of ABIR formation on the basis of V. Sukhomlynsky State Scientific and Pedagogical Library of Ukraine in both traditional and electronic forms were developed . A descriptive model was created that enabled the making of strategic decisions on further development of information resource (IR) on the basis of the Library, the systematization of work with it, effective management of its dynamics in traditional and electronic forms. The important results of the research are the monograph, the collection of transactions, the dictionary of legal and standardized terminology for research, regulatory guidance documents, methodical and practical manuals, secondary documents and more. The implementation of this research influenced the condition and quality of IR of the Library, its preservation and use. Scientific developments and scientifically based innovative methods of formation, use and access to the IR for remote users through a web portal of the Library, full-text documents composing, providing access to network resources, modernization of traditional Library's activities to discover the IR, preparation of secondary products with its representation in the full-text form on the Library's portal with further distribution to the branch libraries were implemented. These facts are a significance index in the contemporary information space of the state. The above mentioned innovative and traditional methods were made public and actively implemented in the practice of network of educational libraries, which in turn increased the quality of scientific and information support of innovation development of national pedagogics, education and practice. The economic value of the research is determined by the appropriate level of meeting the information society demand for full branch information resource on psychology, pedagogy and education in traditional and electronic forms; by the development of scientific, methodological, methodical, organizational and technological principles for formation and development of IR; by creating the system of electronic branch information resource to ensure accessibility of information on psychology, pedagogy and education.
