It is argumented that the created normative document must, first of all, be based on fatigue crack growth resistance characteristics of wheel steels under complex stress state conditions. The experimental investigations on the model specimens cut out from the medium-strength (KP-2 type) and high-strength (KP-T type) all-rolled railway wheels are performed. The basic defects of the rolling surface of shelling type similar to those observed on real railway wheels are received. It is shown that such defects are initiated by the surface pits and subsurface local shelling which are formed due to the initiation and growth of surface and subsurface fatigue cracks in the wheel steels under contact fatigue. A model scheme of shelling initiation, formation of which occurs at various stages under effect of combined transverse shear and normal fracture stresses or for the prevailing effect of one of them is given. Fracture mechanics parameters for stage of the subsurface crack growth by the Mode II fracture mechanism of the crack, whose faces are in contact with friction for different values of such service parameters as: friction coefficient fc between crack faces, friction coefficient f between a wheel and a rail, crack orientation angle, crack length and depth below the surface are investigated. The experimental method and means for determining the fatigue crack growth resistance characteristics of structural materials under conditions of Mode II fracture and plotting diagrams of cyclic fatigue crack growth resistance (da/dN - KII) are developed.
