The aim of this work is to develop recommendations for improving the existing system of customs control at border crossing points and proposals concerning the concept of modernization of the customs control. In the course of research analyzed the current state of the customs control checkpoints across the state border, the problems associated with the movement of goods and vehicles through the customs border of Ukraine and ways of overcoming such problems. Analyzed legislation of Ukraine on customs issues concerning customs control system and a comparative analysis of Ukraine's legislation on customs control of the legislation of the Russian Federation and the European Union. The result of the research is to identify factors that affect the status of the customs control checkpoints, making recommendations on ways to improve it. The report provides an analysis of the modern system of customs control at border crossing points and suggestions for implementation in the customs bodies of the analysis of preliminary information and reading license plates of vehicles, to establish a uniform approach to customs control and customs clearance of goods, personal effects and vehicles in crossing the state border, improvement of the order of the customs authorities of customs procedures, application forms of customs control and regulation of action customs officials carrying out their functions in these points, in relation to goods, vehicles and personal effects, which they moved. Aim: to develop and analyze and find solutions and directions for further development and improvement of risk management in customs at the levels of information content and its application during the customs control and clearance, in particular, as one of the areas, development of risk Management in the direction of its content at the regional level, ie at the level of individual customs authority. The necessity of research due to the fact that the unification of customs legislation of Ukraine to the international standards in terms of simplification of customs procedures and the use of risk management in the application of customs controls encourages customs service of Ukraine to implement and improve risk management system. There is need for research on an integrated approach to building a risk management system in the customs service of Ukraine. Current centralized order content risk management system does not allow the full use of available capacity in the customs and labor. The report presents the results of the study, including research by the conceptual basis of risk management in customs matters, research tools implementation of the new edition of Customs Code of Ukraine, analyzing the current state of application of risk management in Customs Service of Ukraine, the study of international experience, including including the example of some countries to build a risk-management systems, offered directions and ways to develop risk management systems in the customs service of Ukraine, proposed approach to the use of regional risk profiles, defined by their structure, drafting, software and methodological support for application of the regional risk management. The novelty of the study is to develop "pattern" approach to the use of regional risk profiles according to which the centrally developed and approved by the regional structure of the risk profile, and its direct content under the approved structure (template) is at the individual customs authorities, to identify areas further development and improvement of risk management in customs matters. The study used in the customs service of Ukraine in preparing proposals to the new version of the Customs Code of Ukraine regarding the application of risk management, preparation of draft legal acts of the State Customs Service to approve the revised Procedure for the application of automated analysis and risk management, the revised Procedure develop risk profiles, preparations "pilot" project of regional risk profile.
