Theoretical grounding and the typology of competitive advantages of the Ukrainian Black Sea region are provided, the basis of its inventory, as well as a methodical approach to an estimation of the competitiveness of a region on the basis of a synthesis of scenario models and factor analysis, which provides a systematic consideration of the effect of endogenous and exogenous factors that stimulate and restrain the formation of a region's competitive model, based on the mobilization of its competitive advantages, have been worked out; the methodological approach and conceptual strategic planning of the region, which are based on the principles of horizontal planning and endogenous development paradigm of the region, and identifies priorities for socio-economic development in the medium term has beeb improved; the organizational and economic mechanism of implementation of the cluster model of the maritime industry's development as the Ukrainian Black Sea region's competitive advantage has been proposed, and also it is suggested a three-level model of cross-border cooperation of maritime regions (at the state level, cross-border administrative units, cross-border clusters).
