An object of development is a - integrated web-site of appeals of citizens to government agencies and local governments (first stage) including: 1. System of electronic appeals of citizens including: - web portal of appeals; - module of overlay / check EDS; - Mail system; - database system. Methods of research - system analysis, object-oriented programming, testing, analysis works. Main results: The further development of electronic information systems of e-governance, adaptation of governance to the conditions of information society and bridging the interaction of state bodies and local government with citizens and businesses using modern information technologies. Innovative aspect of research is determined by the results. Some research materials were used for project of development of the electronic information resources system. The results obtained in the course of SRDP creating the foundation for further research on: a) reconstruction of the current system of handling appeals of citizens in the executive branch; b) decision making using of modern information and communication technologies; c) organizational, methodological and technological principles of administrative services; d) standardization of common data formats. Forecast assumptions about the development of object - creation and substantiation of of proposals for creation (construction) an effective system of public services in electronic format using digital signature.
