Purpose - is to determine and prove scientifically the pedagogical foundations of realization of the educational potential of learning in the out-of-school educational institutions. Methods: Theoretical: analysis of philosophical, psychological and pedagogical, social and pedagogical both domestic and foreign literature of the investigated problem, method of theoretical analysis and synthesis of the existing teaching experience of the out-of-school educational institutions to solve the education of personality, allowing to explore the current state of theory and practice, the approaches and directions of educational potential of the out-of-school educational institutions, to identify methodological and theoretical foundations of the investigated problem, to allow domestic and foreign experience for the proving of pedagogical foundations of educational potential of the out-of-school educational institutions; Empirical: diagnostic (survey, testing of pupils and teachers of the out-of-school educational institutions, conversations, interviews, choice situations), prognostic (modeling, designing), qualitative analysis of experimental results using the methods of mathematical statistics. Theoretical value - the pedagogical foundations of optimization of educational potential of the out-of-school educational institutions are determined and proved, and the following theoretically important results such as the essence of social and educational environment of the out-of-school educational institution as a part of its educational potential is theoretically proved; criteria, criterial indicator, typology and conditions of education of a social and competent person in the out-of-school educational institutions are defined. The practical importance - is the opportunity of using this principles, conclusions and recommendations in the educational process of the out-of-school educational institutions for the purpose of optimization of their educational resources. Data of research can be used to develop special training courses of education of personality, particularly in the out-of-school educational institutions, pedagogical universities, institutes of postgraduate education, teaching unions in the out-of-school educational institutions and secondary schools. The result of the laboratory activity is creation of a number of printed matter of methodological direction, which is a scientific and methodical complex. The complex contains a collective monograph "Educational potential of the out-of-school educational institutions", textbook "An out-of-school education", scientific and methodical manual "Formation of pre-vocational experience of pupils in the out-of-school educational institutions", guidelines "Organizational and pedagogical conditions of optimization of educational potential of learning in clubs of artistic and aesthetic direction of the out-of-school educational institutions", "Optimization of learning process in technical clubs of the out-of-school educational institutions", "Organizational and pedagogical conditions of optimization of educational potential of learning in humanities clubs of the out-of-school educational institutions". Novelty of research is that the pedagogical foundations of realization of the educational potential of learning in the out-of-school educational institutions, particularly the theoretical basis of the educational potential of the out-of-school educational institutions; aim of realization of their educational potential, the principles which should be base of the educational potential; the results, criteria of effectiveness (the level of institution, the level of the pupil's personality), the main ideas of realization of the educational potential (inside the study); conditions of realization of the educational potential are defined and proved for the first time; the essence of the concept of "educational potential of the out-of-school educational institutions" is specified exactly, its components are defined and proved such as the value and target (opportunities conditioned of the leading principles, social functions, educational tasks of out-of-school education), organizational (opportunities related to the organizational features of activity of the out-of-school educational institutions), facilities of the content, forms and methods of the out-of-school education; the educational process in the out-of-school education is further developed. The effectiveness of approbation - is that the results of scientific research are reflected in the regulations, monograph, textbook, manual and methodological guidelines for the teachers, in the reports of the scientific conferences, teaching seminars, round work tables, educational readings, exhibitions and other types of events. Field of usage - is an out-of-school educational system of Ukraine, pedagogical institutes of higher education, system of postgraduate education of teachers.
