It was found that internal and external factors, which include general economic conditions, legislative regulation of accounting, transparency of financial information, tax records as a subsystem of accounting, taxation, methods of evaluating balance sheet, funding, international relations, affect the formation of the accounting system. The impact of the environment - phenomena and processes in society, should be considered when forming forecasts of analysis in the Ukraine.
