Object of researh - theoretical,methodical and practical questions of improvement of a financial position of agricultural population. Object of researh - activity of bodies legislative and an executive power, and also subjects of economic activities on financial position and standard of life improvement on village. In the course of work such basic methods of research are used: statistical, settlement-analytical, the comparative analysis and sociological. For deeper analysis, continuous research of level of a payment and pensions of all categories and professional groups of the population on an example of separate rural settlements has been carried out. The especial attention is given the analysis of incomes and expenses of agricultural population at 2000-2010. The analysis of a cndition of stratification of agricultural population on indicators of incomes and expenses is made. Not looking at some positive factors on constant increase in nominal monetary incomes and expenses, the conclusion is drawn, that behind absolute values and rates of increase in these indicators countrymen in many respects concede to the city. By results of 2010 at 36.6 % of rural house economy average incomes for a month on one member of housekeeping were less living wage. Behind relative criterion level of poverty at agricultural population at 2010 has reached 32.3 % (in city of 20.2 %). Beside, on village the tendency on fall of quality and conditions of a life of the population takes place. The quantity of objects of a rural social infrastructure decreases and agricultural population access to the basic social services is reduced. On the basis of the spent researches offers on state policy improvement in relation to a problem of development of the Ukrainian village, substantial improvement of a financial position and conditions of a life of agricultural population are prepared.
