The aim of the research consists in working out recommendations on acceptable ways to introduce independent knowledge assessment and to reform entrance requirements to HEI of Ukraine. The method of investigation involves statistical analyses of entrance campaigns 2008-2010 via the data of prognostic validities. In the process of research there were defined correlations of 2008-2010 NAUKMA students academic success with: - results of the external independent assessment (EIA) (based on certificate data, Ukrainian Centre for organization of quality assessment (UCOQA) of major subjects ); - results of the NAUKMA experimental test (the taken test which covers some subjects of invariable character represented in the academic syllabus in accordance with the assessment criteria of pupils educational success within the system of general secondary education, pragmatic everyday life competence and which defines the ability of the applicant for further studies); - basic level of a graduates competence (according to the certificate of completed general secondary education); - general competition indicator necessary for application to university. The sociological survey on external independent Knowledge assessment and the entrance system reformation has been carried out among applicants their parents and teachers, who can provide the comparative analysis of knowledge level and motivation to study by NAUKMA students during 2000-2010. Major research results: The presented research project attempts to analyse systematically the effectiveness of EIA implementation as the indicator helpful to evaluate applicants at the stage of competition selection. Verification of EIA testing of EIA testing prognostic validities has given the possibility to define the criteria important to determine the optimal requirements to higher educational institutions applicant depending on the direction of required education. It helped to compile the list of subjects that should be taken for independent knowledge assessment, as well as to determine the data which give the right to a particular educational institution to select applicants.
